「福島県内の学校等の校舎・校庭等の利用判断における暫定的考え方について」に関する会長声明

４月１９日、政府は「福島県内の学校等の校舎・校庭等の利用判断における暫定的考え方について」を発表し、これを踏まえて、文部科学省は、福島県教育委員会等に同名の通知を発出した。これによると「児童生徒等が学校等に通える地域においては、非常事態収束後の参考レベルの１～２０mSv／年を学校等の校舎・校庭等の利用判断における暫定的な目安と」するとされており、従前の一般公衆の被ばく基準量（年間１mSv）を最大２０倍まで許容するというものとなっている。その根拠について、文部科学省は「安全と学業継続という社会的便益の両立を考えて判断した」と説明している。
しかしながら、この考え方には以下に述べるような問題点がある。
第１に、低線量被ばくであっても将来病気を発症する可能性があることから、放射線被ばくはできるだけ避けるべきであることは当然のことである。とりわけ、政府が根拠とする国際放射線防護委員会（ＩＣＲＰ）のPublication109（緊急時被ばくの状況における公衆の防護のための助言）は成人から子どもまでを含んだ被ばく線量を前提としているが、多くの研究者により成人よりも子どもの方が放射線の影響を受けやすいとの報告がなされていることや放射線の長期的（確率的）影響をより大きく受けるのが子どもであることにかんがみると、子どもが被ばくすることはできる限り避けるべきである。
第２に、文部科学省は、電離放射線障害防止規則３条１項１号において、「外部放射線による実効線量と空気中の放射性物質による実効線量との合計が３月間につき1.3 ミリシーベルトを超えるおそれのある区域」を管理区域とし、同条３項で必要のある者以外の者の管理区域への立ち入りを禁じている。３月あたり１．３mSvは１年当たり５．２mSv であり、今回の基準は、これをはるかに超える被ばくを許容することを意味する。しかも、同規則が前提にしているのは事業において放射線を利用する場合であって、ある程度の被ばく管理が可能な場面を想定しているところ、現在のような災害時においては天候条件等によって予期しない被ばくの可能性があることを十分に考慮しなければならない。
第３に、そもそも、従前の基準（公衆については年間１mSv）は、様々な社会的・経済的要因を勘案して、まさに「安全」と「社会的便益の両立を考えて判断」されていたものである。他の場所で教育を受けることが可能であるのに「汚染された学校で教育を受ける便益」と被ばくの危険を衡量することは適切ではない。この基準が、事故時にあたって、このように緩められることは、基準の策定の趣旨に照らして国民の安全を軽視するものであると言わざるを得ない。
第４に、この基準によれば、学校の校庭で体育など屋外活動をしたり、砂場で遊んだりすることも禁止されたり大きく制限されたりすることになる。しかしながら、そのような制限を受ける学校における教育は、そもそも、子どもたちの教育環境として適切なものといえるか根本的な疑問がある。
以上にかんがみ、当連合会は、文部科学省に対し、以下の対策を求める。
１ かかる通知を速やかに撤回し、福島県内の教育現場において速やかに複数の専門的機関による適切なモニタリング及び速やかな結果の開示を行うこと。
２ 子どもについてはより低い基準値を定め、基準値を超える放射線量が検知された学校について、汚染された土壌の除去、除染、客土などを早期に行うこと、あるいは速やかに基準値以下の地域の学校における教育を受けられるようにすること。
３ 基準値を超える放射線量が検知された学校の子どもたちが他地域において教育を受けざるを得なくなった際には、可能な限り親やコミュニティと切り離されないように配慮し、近隣の学校への受け入れ、スクールバス等による通学手段の確保、仮設校舎の建設などの対策を講じること。
４ やむを得ず親やコミュニティと離れて暮らさざるを得ない子どもについては、受け入れ場所の確保はもちろんのこと、被災によるショックと親元を離れて暮らす不安等を受けとめるだけの体制や人材の確保を行うこと。
５ 他の地域で子どもたちがいわれなき差別を受けず、適切な教育を受けることができる体制を整備すること。

This is getting a bit more subjective, but I much prefer the Zune Marketplace. The interface is colorful, has more flair, and some cool features like ‘Mixview’ that let you quickly see related albums, songs, or other users related to what you’re listening to. Clicking on one of those will center on that item, and another set of “neighbors” will come into view, allowing you to navigate around exploring by similar artists, songs, or users. Speaking of users, the Zune “Social” is also great fun, letting you find others with shared tastes and becoming friends with them. You then can listen to a playlist created based on an amalgamation of what all your friends are listening to, which is also enjoyable. Those concerned with privacy will be relieved to know you can prevent the public from seeing your personal listening habits if you so choose.
