ミャンマー難民、９月下旬に来日 第三国定住の第１陣

【バンコク＝藤谷健】紛争や迫害から逃れ、避難先の国で暮らしている難民を受け入れる「第三国定住」と呼ばれる難民支援制度で、日本政府による受け入れの第１陣となるミャンマー（ビルマ）難民の５家族２７人が、９月２８日に来日することになった。
在タイ日本大使館などによると、来日するのはミャンマー軍事政権の迫害を逃れ、タイ北西部のメラ難民キャンプで暮らす少数民族カレン族の人たち。７月下旬から日本語の研修などを受けている。関係者によると、当初は６家族３２人の予定だったが、１家族が辞退したという。
一行は来日後、さらに半年間、言葉や生活習慣などを学んだ後、定住を始める。日本政府は今年度から３年間、第三国定住のパイロット事業を実施することにしており、計９０人程度のミャンマー難民を受け入れるとしている。
メラ難民キャンプを視察し、来日予定の難民や国連関係者らとも懇談した中村哲治・法務政務官は１６日夜、バンコク郊外で朝日新聞の取材に「生活環境が大きく変わるなか、難民の皆さんの不安をどう取り除くかが重要だ」と述べ、国内の受け入れ態勢を早急に整える必要があるとの認識を示した。
将来の定住に向けた具体的な課題として「言葉（日本語）の習得と就業支援」を挙げ、さらに今後の取り組みは難民自身や政府のみならず、実際に難民を受け入れる地方自治体やＮＧＯなどの連携が不可欠だと指摘。「みんなで力を合わせることで成功させたい」と述べた。
