北京オリンピック開幕を控え、中国全土でテロの嵐の予兆が見え始めている。
６月２１日には雲南省昆明でのバス爆破事件が発生。
新彊ウイグル自治区の分離独立を求める「トルキスタン・イスラム党」が犯行声明を出した。
しかし中国政府はテロとは認めない声明を発表。
北京オリンピックをなんとか平穏無事に乗り切りたい中国当局、
対して不穏な陰が見え隠れしている中国最奥部新彊ウイグル自治区。
ウイグルでは今、いったい何が起こっているのか…
フォトジャーナリスト・渡部陽一(写真右）が取材した。
新彊ウイグル自治区はシルクロードの中心地域である。
その名の通りシルクの交易を中心に、ギョク（石の宝石）、
ウイグル絨毯とシルクロード三大物産のすべてがここから産出されていた。
現在は中国西部最大の国際空港を有し、外資系総合デパートも進出するなど
高層ビルの立ち並ぶ近代都市に変容を遂げている。
そして何よりの特徴は仏教大国中国でありながらイスラム教徒が大多数を占めていることである。
中国当局はチベット暴動の反省から新彊ウイグル自治区に対しては
「アメとムチ」政策で舵取りを行ってきた。アメとは、ウイグル懐柔策を見せつけること。
５月１２日の四川大地震を受けての地震対策として
ウイグル人に耐震建築物資の無償支援を開始、次々とコンクリート製の家屋を提供した。
さらに石油天然ガスの国営会社での雇用提供などをおこなうことで、
ウイグルでの利潤の公平な分配をアピールした。
表面上のご機嫌取りは功を奏しているが蓋を開けてみると利潤分配の大きな格差を生み出し
市民の不満は高まりを見せていた。
もう一方のムチ政策はわかりやすい。それはイスラム教にメスを入れること。
中国では“宗教が国家転覆最大の敵”と言い切るだけあり、
ウイグル自治区でのイスラム色の軽減を進めていった。
アラビア語表記で記されるイスラム寺院モスクを中国名の清真寺に変更、
さらにモスクの宗教指導者に中国側の指名監督者を配置するなど、イスラムの伝統を否定した。
さらに学校教育ではウイグル語から中国語の公用語授業に切り替えられた。
ウイグルの漢化政策が浸透してきている。
中国政府は何の為にこうしたウイグル政策を進めるのか。
その答えは明確である。ずばり石油を手に入れること。
ウイグルは石油、天然ガスの宝庫である。
海外石油拠点である南米、アフリカは中国が既に押さえており、
自国内のウイグル自治区の天然資源を確保することは核に並ぶ武器を手にすることに匹敵する。
中国としては絶対に手中におさめておかなければならない地域なのだ。

一方、こうした中国当局のウイグル政策に住民が黙っているのかというとそうではない。
中国国内の情報統制でそのニュースは伝わらないが、暴動やデモが続発している。
最近では９７年 ９９年、００年と連続して反政府デモが連続して発生、
今年は３月２３日２４日と１０００人規模の暴動、
そして６月の雲南省のバス爆破事件と繋がってきている。
今回の昆明のバス爆破事件では「トルキスタン・イスラム党」が犯行声明を出しているが、
中国政府はテロとは認めない声明を出した。
オリンピックは中国の威信を世界に見せつける絶好のチャンスなのである。
国内不穏分子を認めるはずはない。
北京から一番遠い地域である新彊ウイグル自治区の動きから本当の中国の姿が見えてくる。
中国の抱える最大の火薬庫、ウイグル自治区が暴発する日は近い。
