カラジッチ被告、ついに逮捕されました。
私は１９９４年、ボスニアのセルビア人支配地区で彼に会ったことがあります。
兵士を従えた彼は、体がデカく目つきも鋭いといった感じで、とにかく迫力のある人でした。
当時ボスニアの国連代表をしていた明石康さんも一緒だったんですが、二人の姿を見比べて
大人と子供ほどの違いを感じたのを憶えています。
これまでセルビアはカラジッチ被告の逮捕に消極的だと言われていました。
というのも、今も彼の民族主義を支持するセルビア人が少なくないからです。
ところが、セルビアは先の選挙で経済発展重視のＥＵ加盟推進派が勝利を収めました。
こうしたセルビアの政治体制の変化がカラジッチ被告逮捕の背景にあるのだと思います。
そこで考えてしまうのが、長井さんの事件です。
長井さんを含め、多くのビルマ人が軍事政権の弾圧で犠牲になっています。
これは立派な人道に対する罪だと思います。そんなビルマ軍事政権の犯罪を訴追して貰うために、
私たちはいま日本外務省にＩＣＣ（国際刑事裁判所）への提訴をお願いしています。
そんな事をしても無駄だという声があちらこちらから聞こえて来ますが、
私はいつか必ずビルマに民主主義が訪れる事を信じていますし、
軍事政権が永遠に続くとも思っていません。
政治体制が変化すれば軍事政権を法廷に引っ張り出すことが出来るのです。
１９７０年代のカンボジア大虐殺に関与した元ポルポト派幹部を裁く特別法廷も始まったばかりです。
今のところ日本外務省はICCへの提訴について「検討中」と言うだけで何もしていません。
とても残念です。
あまり知られていませんが、ＩＣＣの判事には日本人女性もいて、
日本政府もかなりの資金を出しているのです。
私としては一刻も早く日本政府のＩＣＣへの提訴を願っています。
外務省の皆様、宜しくお願いします。
