東日本大震災の大津波に襲われた福島県沿岸部の南相馬市。同市で避難生活を送る住民はいま、追い打ちをかけるように起きた福島第一原発の重大事故による放射能漏れの脅威にさらされている。

・避難所は同市立原町第二中学校。
・病院は同市立総合病院、インタビューに答える男性は金沢幸夫院長。
・移動手段や移転先がないなどの理由から、同市でいまも避難生活を送る住民の数は約3万人とも言われている。
